Business Rules :
1. If order status is new/ broker rate updated, then you can add/edit rate for order.
2. Once broker is Finalize for order then can not add/edit rate for that order.
3. If rates added by PC1 then other PC can not changed rates for that order.
- E.g If PC1 added rate for any order then PC2 do not changed PC1 rate, Only PC1 can edit this rate.
4. No need to add rate for Express Roadways.
Steps :
1. Open Manage Orders module.
2. Click on order.
3. Add/Update rate.
